Crime Scenes are basically about evidence collection and law enforcement.  Define and protect the area of interest with assorted law enforcement agencies and crime scene tape.  Place the evidence, mark the evidence, record the evidence, collect the evidence.  Sprinkle in a few members of the press and a few eyewitnesses.
